Welcome to the 2018 HOME Single Family Notice of Funding Availability (“NOFA”) Online Forum. The Texas Department of Housing and Community Affairs (“TDHCA”) is conducting this forum on the allocation of 2018 HOME Single Family (“SF”) funding for the general set-asides. The online forum will be open from September 21, 2018 to October 1, 2018.

This online forum is to gather input from those unable to attend the in-person discussion in August 2018 as well as receive any further input with regards to the method of distribution of the 2018 HOME SF NOFA for general set-aside funding. Please note that this is not an official public comment period, but a chance to provide feedback on the 2018 HOME SF NOFA.

TDHCA uses two methods to distribute HOME single family funding: the Reservation System and contract awards.  The Reservation System allows organizations that have been certified as a Contract Administrator to reserve funds for a borrower to participate in reserving funds from a communal pot.  Reservations may be submitted as needed by the Administrator and require no benchmarks.  Contract awards are funds awarded to a specific Administrator for a specific activity.  Awarded funds must be committed by timelines provided in the State HOME Rules at time of application.

The following activity types are eligible uses of HOME funds through the general set-aside:

  • Homeowner Rehabilitation Assistance (“HRA”) provides funds for the rehabilitation, reconstruction, or new construction of a single family residence owned and occupied by an eligible low-income Household.
  • Tenant-Based Rental Assistance (“TBRA”) provides rental subsidies to eligible low-income Households.
  • Homebuyer Assistance (“HBA”) provides down payment and closing cost assistance, as well as possible rehabilitation assistance for accessibility modifications for eligible low-income Households.
